Tower Hamlets Residents Support Scheme

The council is interested in the views of its partners regarding the proposed ‘Tower Hamlets Resident Support Scheme’.
Local Welfare Provision was previously managed by the Department for Work and Pensions where it was known as the Social Fund. The provision was transferred to local authorities in April 2013 but since the end of the first year, the scheme’s previously ring fenced funding has been moved into government finance settlements to local authorities and it is no longer clear what, if any, funding is actually still provided.
The operation of the scheme is discretionary. The council has decided that operating a policy is important to the welfare of its residents, and will continue to do so. However, it is important that such a scheme provides value for money as well as supporting vulnerable residents. The proposed scheme is intended to be simpler for residents and from an administrative point of view. It changes the scheme from an entirely cash based one, to one which offers a range of goods and services. Cash payments, in the form of pre-paid cards will still be available in exceptional circumstances.
This approach will ensure that residents still receive the help that they need whilst allowing the council to both achieve value for money and to monitor the reasons for claiming and the most requested items, using this information to commission new services or to make changes in working practice where evidence suggests this is required. The scheme also aims to ensure applicants receive support around their wider circumstances and not just for their immediate needs.
